You mentioned that corona treatment of metallized CPP drops from 40 to 37 dynes in 15 days, but corona treatment of un-metallized CPP stays at 40 dynes after the same 15 days.

     First of all, even when the coating solution has no air bubbles, it  contains dissolved air, and this air can come out of solution as bubbles if the air pressure is reduced below atmospheric.  This can occur where the solution velocity is high and therefore the pressure of the solution is low, such as where there may be a constriction in the line as in a valve.  If this occurs, a ow shear valve should help.  A hand-made low shear valve consists of a length of Tygon tubing (perhaps one or two feet long) inside of a length of metal pipe.  When the air pressure is increased inside the metal pipe, the Tygon tubing is compressed and flow inside the tubing is restricted uniformly.

There are two possible sources for the oil to use with the URMI device:

There is also a supplier who provides a unique one time use test strip that give a very accurate determination of the bcm/volume available on a cylinder. The strips work well on most cylinders. Initially they weren't able to be used on high volume cylinders however they developed a new strip that does. Here is the supplier info:
